In l854 a person from Hwei-an County , Chuanchow Prefecture, Fukien Province, China, carried the separate soul of Ling-an Tsun-wang from Chin-Shan Temple of his native village to Moun-gar, Taipei. When he was passing by the area that is now Shi-yuan Road, the sedan that carried the god statue became unmovable! The crowd suggested to ask god about what happened by throwing the divine tablet on the floor. The divine tablet indicated that the crowd built a temple on that very site. At that time, Huan-su Street(the present Kwei-yang Street) was plagued by epidemic. Because the people living at Huan-tzu-u were saved from the plague by praying to Ling-an Tsun-wang, they felt being protected by the god, so in 1856 those people reconstructed the original temple on the present site into a new temple, making Chingshan Kong more splendid and grandeur, and the new temple was named "Ching-shan-wang-kuan." The Temple underwent reconstruction in 1908 and in l934. The present Chingshan Kong was reconstructed after Taiwan Retrocession. Every October 2l on the Lunar Calendar, Chingshan Wang will patrol, and on the 22nd he will surround the area. Every year people in the Moun-gar area will hold a big scale of pai-pai (a worshipping festival) for three days consecutively (starting from October 21).The religious festival is usually observed by a parade of Pa-chia-chiang , lion dancing, dragon dancing, float parade, and others along the big streets and small lanes. The festival procession is very grandeur and may line for several kilometers.

Chingshan Kong worships Ling-an Tsun-wang. Because this belief came from Chingshan of Hwei-an County, Chuanchow Prefecture, Fukien, so Ling-an Tsun-wang is also called "Chingshan Wang" (King Chingshan) legend,Ling-an Tsun-wang while living was named Chang Kun, a general under Sun-chuan, ruler of the Wu State during the Epoch of the Three Kingdoms (from A.D. 222 to 265). The general was guarding the Chingshan area of Hwei-an County, Fukien. While living, he governed his administrative districts with kindness and benevolence, so after his death the people around Chingshan built a temple to worship him-"Chingshan Wang" is derived from this legend.

The present Chingshan Kong underwent reconstruction in 1938. Modeled after the palace of the Ching dynasty, the Temple is replete with refined art works. Its pillars, doors, windows all were made from wood. The front wall at the main entrance is primarily stone engraving, using granite and green stone. Its stone lions were finely carved. Important plaques include one contributed by Ho En-chi in1889, Wei Chien-hsun in1981, and Hsieh Tung-min .
